有关单位、各区市科技局：
根据《烟台市自然科学基金项目管理办法（试行）》《关于开展“一高校一工科”建设的实施意见》等有关规定，现就2026年度烟台市自然科学基金（以下简称市基金）项目集中申报有关事项通知如下。
一、申报范围及条件
本次集中申报的市基金项目包括：青年项目、重点项目。项目执行期3年。依法注册为独立法人的企事业单位，具备开展基础研究条件的，可组织申报市自然科学基金项目。
（一）青年项目
支持青年科学技术人员在市自然基金资助范围内自主选题，培养其独立主持科研项目、进行创新研究的能力。每项资助额度不超过10万元。项目负责人应符合以下条件：
1.依托单位全职在岗人员且保证资助期内每年在依托单位从事研究工作的时间在6个月以上；
2.截至2026年1月1日，男性未满35周岁（1991年1月1日后出生），女性未满38周岁（1988年1月1日后出生）；
3.具有高级专业技术职务（职称）或者博士学位。
（二）重点项目
支持具有一定科研基础和发展潜力的科学技术人员，围绕烟台市重点产业链和未来产业发展中的重大科学问题及关键共性技术难题，开展基础研究和应用基础研究。每项资助额度不超过20万元。项目负责人应符合以下条件：
1.依托单位全职在岗人员且保证资助期内每年在依托单位从事研究工作的时间在6个月以上；
2.具有高级专业技术职务（职称）或者博士学位。
二、申报要求
（一）限项要求
1.驻烟高校院所、有关市属高校院所和医院按照2026年省自然科学基金“面上项目”配额数量50%予以推荐（最低数量可推荐3项），省基金没有配额的市属企事业单位均为2项，各区市推荐1项，青年项目推荐比例原则上不低于申报推荐数量的一半。
入选“一高校一工科”培育库的学科项目占单位推荐总数的比例不低于20%。
2.项目申请人年度主持项目时间不得低于6个月，主持和参与市级科研项目年度时间不得超过12月。
3.相同或相近研究内容的项目已通过不同渠道获得市级以上财政资金支持的项目不予受理。
4.不受理博士后、在读全日制研究生身份的申报人申报市基金项目，在职人员身份进站博士后可依托人事关系所在单位申报。
（二）申报人要求
1.申报人应科学填写项目内容，项目一经立项，申报时填写的相关内容应与合同书对应的内容一致。
2.参与人员与申报人不是同一单位的，参与人员所在单位视为合作单位，合作单位不超过2家。依托单位须与所有合作单位签署联合申报协议（盖章）并作为申报材料上传，协议须明确约定各自所承担的任务分工、经费分配、知识产权归属等。联合申报协议应覆盖全部项目周期。
3.项目研究要克服唯论文、唯职称、唯学历、唯奖项等倾向，注重标志性成果的质量、贡献和影响。
4.如项目涉及科技伦理与科技安全等相关问题，申报人应当严格执行国家有关法律法规和伦理准则，并以附件上传单位伦理委员会审查意见等相关证明。
5.申报材料和相关证明材料不得包含禁止公开的涉密内容或申报人要求保密的内容，如涉及需脱密后提交。
6.申报人不得在同一年将研究内容相同或相近的项目以不同项目类型、由不同申报人或经不同依托单位提出申请；不得将已获资助的项目重复提出申请；不得将同一研究内容向不同资助机构提出申请如发现多头或重复申报等问题，依据有关规定严肃处理，记入科研诚信档案。
7.项目负责人需上传学历及职称证明。
三、依托单位职责
1.依托单位应认真履行管理主体责任，对本单位申报人的申报资格负责，对所提交申报材料的真实性、完整性和合规性进行审核。对项目申报人所提交材料的真实性和完整性审查不严，造成不良影响的，将严肃处理并在一定范围内进行通报。
2.依托单位应规范程序，择优遴选项目，在单位内部对遴选确定的项目进行公示，根据公示结果进行审核提交。
3.本批次项目执行市科研项目经费“包干制”有关规定。
4.中央、省属驻烟单位和市直有关单位作为直报单位，履行依托单位和主管部门双重职责。
四、申报工作安排
（一）项项目申报提交截止时间2026年10月23日17:00，市科技局审核时间截止10月25日17:00。
（二）项目通过烟台市科技创新发展计划项目管理系统申报，网址：https://ytstc.cn/#/login。申报人提交申报材料，经依托单位审核、主管部门推荐至市科技局。申报项目推荐汇总表（电子版及纸质一式两份，加盖主管部门公章）以及纸质申报材料（申报书及附件证明材料一式5份，加盖单位公章，胶装，加印书脊：2026年自然科学基金项目+单位名称）于2026年10月30日前统一报送至市科技局基础研究与科技合作科，未按要求报送的材料不予受理。
（三）从今年开始申报系统增设英文申报端口，请各单位积极组织外国专家申报烟台市自然科学基金项目。

Notificatiaon of the Application for 2026 Yantai Natural Science Foundation Projects
To the science and technology authorities of all districts, and relevant organizations:
In accordance with the Yantai Natural Science Foundation Project Management Methods (Trial) and the Implementation Opinion on the Construction of One University, One Engineering Science, hereby announce the relevant matters concerning the application for 2026 Yantai Natural Science Foundation Projects.
I. Scope and conditions of application
The foundation projects in this centralized application include: Youth Projects and Key projects, with a three-year implementation period. Enterprises and public institutions legally registered as independent legal persons that have the conditions to conduct basic research can organize applications for the Yantai Natural Science Foundation Projects.
(i) Youth Projects
To support young scientific and technical personnel in selecting their own subjects within the foundation projects, they can develop their ability to independently take charge of scientific research projects and conduct innovative research. Each project grant will not exceed 100,000 yuan. The project leader shall meet the following conditions:
1. A full-time staff member at a supporting organization and a guaranteed period of more than six months of research work each year during the funding period;
2. As of 1 January 2026, males are under 35 years of age (born after 1 January 1991) and females are under 38 years of ages (born after 01 January 1988);
3. Have a senior professional technical position (title) or a doctorate.
(ii) Key projects
Support scientific and technical personnel with certain scientific research foundations and development potential to conduct basic research and applied basic research around major scientific and key common technical problems in key industrial chains and future industrial development in Yantai. Each grant will not exceed 200,000 yuan. The project leader shall meet the following conditions:
1. A full-time staff member at a supporting organization and a guaranteed period of more than six months of research work each year during the funding period;
2. Have a senior professional technical position (title) or a doctoral degree.
II. Application Requirements
(i) Restrictions on Application Quotas
1. Universities, colleges and hospitals in Yantai shall make recommendations at 50% quota for the Provincial Natural Science Foundation for 2026 (with a minimum recommendation of 3 projects). The municipal enterprises and institutions that do not have quotas in the provincial foundation is 2, and the districts recommend 1, and the recommendation rate for youth projects is should not less than half of the total recommendations.
Subject projects selected in the "One university, One engineering" breeding pool account for no less than 20% of the total recommendations.
2. The project applicant shall devote no less than six months per year to the projects they preside over. The total annual time spent presiding over and participation in the projects shall not exceed 12 months.
3. Projects with the same or similar research content that have received financial support from different sources above the municipal level will not be accepted.
4. A postdoctoral candidate or a full-time graduate student whose status is not accepted to submit application for the foundation project, and a postdoctoral student whose identity is entered into the post office may rely on the office of personnel relations to submit the application.
(ii) Applicants Requirements
1. The applicants shall complete the project content scientifically. Once the project is established, the relevant content completed at the time of application shall be consistent with the corresponding content of the contract.
2. The participant is not affiliated with the applicant, and the participant's organization is considered a cooperative organization, with no more than two cooperative organizations. The supporting units must sign joint application agreements (stamped) with all collaborating units and upload them as application materials, which must clearly agree on the division of tasks, funding allocation, intellectual property attribution, and so on. The joint application agreement shall cover the entire project cycle.
3. Project research should avoid the tendency of thesis, job title, academic qualification, and awards, focusing on the quality, contribution, and impact of representative achievements.
4. If the project involves issues related to scientific and technological ethics and safety, the applicant shall strictly implement relevant national laws and regulations and ethical guidelines, and upload relevant proofs such as the review opinion of the unit's ethics committee as attachments.
5. Application materials and related supporting materials shall not contain confidential content prohibited from public release or content requested by the applicant to remain confidential, if such content requires decryption.
6. Applicant should not apply in the same year for projects with the same or similar research content under different project, by different applicant or through different supporting units; Applications for projects that have been funded may not be repeated; No application for the same research content to different funding agencies may be made, such as the discovery of multiple or duplicate applications, and it must be seriously handled in accordance with relevant regulations and recorded in the scientific research integrity file.
7. Project leaders must upload proof of academic qualifications and job titles.
III. Responsibility of dependent units
1. The supporting entity shall carefully fulfill its management responsibility, be responsible for the eligibility of its applicants, and verify the authenticity, completeness, and compliance of the submitted materials. If the authenticity and completeness of the material submitted by project claimants are not reviewed carefully, resulting in adverse effects, it will be taken seriously and communicated to a specified scope.
2. The supporting entity shall regulate procedures, select projects on a merit basis, publicize the selected projects within the entity, and review and submit them based on the results of the publicization.
3. The projects implement the " Lump-sum Funding" for the financing of municipal scientific research projects.
4. The central, provincial institutions in Yantai as well as the relevant municipal authorities serve as direct reporting units, fulfilling the dual responsibilities of the supporting units as well as the competent departments.
IV. Application Schedule
1. The deadline for submitting project applications is October 23, 2026, at 17:00. The municipal Science and Technology Bureau's review period ends on October 25, 2026, at 17:00.
2. Projects are applied through the project management system of the Yantai Science, Technology and Innovation Development Plan, at the Web site: https://ytstc.cn/#/login。The applicant submits the application materials, which are reviewed by the supporting entity and recommended by the competent authority to the Yantai Science and Technology Bureau. Summary of proposals for applications (electronic version and 2 hard copies with the official seal of the competent authority affixed) and paper applications (5 copies of applications and attach documentation, covered with unit seal, bind, and printed ridge: 2026 Natural Science Foundation Project+ unit name) should be reported uniformly to the Basic Research and Science and Technology Cooperation Section by October 30, 2026. Materials that are not submitted as required are not accepted.
3. The application system will add an English application port from this year, and each unit is invited to actively organize foreign experts to apply for Yantai Natural Science Foundation projects.
